Abstract：China is on the fast lane of urbanization at present. The healthy development of cities is of great importance to the construction of wealthy society and realization of the great power-country dream. But the difference of city developing pattern will lead to different results. By long-time and deep multi-factorial comparison between Jinan and Nanjing, this article expounds the differences on developing quality, city construction, foreign trade and economic cooperation, social undertaking between the two cities, which have the similar bases on location, nature condition, development bedrock and chance. Moreover, according to the analytic results and the inherent laws of city development, it puts forward several relationships, such as quality and quantity, structure and function, ancient and new, city and country, which should be treated properly to avoid the strategic misplay on the development of megalopolis in the new century.In the progress of megalopolis developing, we should pay more attention to economic quality; the construction should be taken hum an being as paramountcy; the appearance should be characteristic; the city should help the country. At the same time, the two opposites should be kept in dynamic balance.
